Fire Hydrant Follow Up For Failure

The scope of our works is  to check if the hydrant pass/fail. Check with your MA that have the experience with dealing with fire hydrants in other schools that have a similar situation. 
Based on our experience with other schools, there are a few ways to resolve this issue, 

1) If the failure is very minor, it is possible to get a waiver from SCDF in some cases. (Success Rate is dependent on how close it is to passing) 

2) Getting PUB to increase the water pressure. In some cases, PUB has not turned on the water pressure to the maximum. Before turning on the valve, you have to get PUB to test flow pressure. After PUB turns it on, test hydrant flow pressure again to gauge the effectiveness of the change. Take note, during step 2, it is important to ask PUB to do flow pressure not static pressure testing. Static pressure means both sides of hydrant are capped. Flow pressure means one side of the hydrant is uncapped and water is flowing out at max capacity, while the other side has a gauge mounted onto a cap. PUB' usually only looks at the static pressure which is a measurement that is of no use to SCDF and useful only to PUB.

3) Get the plumber to check pipe conditions - No guarantee to this. There are plumbers that have asked the school to pay a large amount of money to replace valves but still end up failing the test. You can try to look for a plumber that has a scope to see if there are any obstructions

4) Check for leaks. This is very rare but has happened once. The clue for a leakage is a high water bill. This is why it is important to maintain a record of the water meter everyday.

5) 
 After all else fails, install a water tank + pump. Some schools have done this. Eg SCGS during renovation, BT Primary. This is the most expensive option but is also what SCDF will recommend. Fire Armour will not benefit in any way from this because we do not do water tank / pump installation.

6) If PERI was just completed, ask the main con for the hydrant test report as they need it to submit fire safety plans to SCDF.
